The U.S. has proposed to protect the non-custodial storage of tokens

The U.S. Congress has introduced a bill designed to protect cryptowallets from government control.

U.S. House of Representatives member Warren Davidson introduced a bill designed to protect cryptocurrency wallets of individuals from control by government agencies. The law would prohibit federal agencies from imposing restrictions on the convertible digital currency used to purchase goods or services for personal use.
